Fund executive administration of the compulsory state
social unemployment insurance of Ukraine
Public
employment service of Ukraine was founded in December 1990.
In
March 1991the
law of Ukraine
„About the population employment” was
passed, which was actually one of the first market laws in Ukraine. This Law
determines the legal, economic and organizational principles of Ukrainian
population employment, social state guarantees for the citizens to exercise
their right for labor, the main principles of the public employment service
activity.
In 2001 the
Law of Ukraine
„About the compulsory state social unemployment
insurance of Ukraine” came into force and the public employment service was
assigned the functions of the Fund executive administration. The Fund
administration is accomplished by the state, the
representatives of the insured individuals and the employers on the parity
basis.
For 17 years
of the social and economic development of Ukraine the Public employment service
has undergone the process of making and evolution on the labor market. Within
this period we established the following: the system of the social
unemployment protection on the insurance basis, social
partnership system; the system of human resourcing
and further training of the employment service staff; we have
worked out and implemented the advanced informational technologies; we have
developed the material and technical base for the rendering the social services
to the population and the employers in compliance with the state-of-the – art
technologies.
Thus, the social unemployment protection system has been
transformed into compulsory social unemployment system.
